Law enforcement confronts the need for enhanced training

Active shooter threats, protests, use-of-force de-escalations and mental health interventions call for solutions from Meggitt Training Systems.

In law enforcement organizations around the globe, training has emerged as the chief variable for protecting populations as well as officers. A look at the headlines will tell you why more agencies are turning to Meggitt Training Systems:

  • Terror attacks and active shooters: preparing for the unthinkable. Three days after the Christchurch, New Zealand terrorist massacre in March, a shooting jarred another seemingly tranquil part of the world: the Netherlands. In response to the Utrecht tram shooting, Prime Minister Mark Rutte said: “It was not a bad dream but the hard reality with which we woke up to. This really hit our confidence and our sense of security.”
  • Use of force: knowing how to de-escalate an incident...safely. Officers must make judgments about handling a dangerous situation in seconds. How does one verbalize, i.e. make statements and commands, before progressing to other use or force alternatives? When is it legitimate to shoot?
  • Migrant and protest demonstrations: understanding force in civil unrest. The furor over the handling of the French “Yellow Vest” protests has drawn wide attention, including the United Nations. Confrontations have injured both police and protestors.
  • Mental health interventions: controlling difficult situations in a human way. Because a disproportionate number of incidents involve mentally ill or disabled individuals, officers must learn to control the situation in the best way possible.

The value of integrated virtual and live-fire training

Each of these challenges has a common denominator. Officers must confidently and skillfully select from a repertoire of responses, knowing which is appropriate for the circumstance. They can only do so when they have passed through a training curriculum that addresses these stress-inducing challenges.

Full immersion, vivid scenarios, cordless weapons: The world’s most advanced law enforcement simulations

The quality of any virtual simulation system hinges on the grade of realism it achieves. Meggitt Training Systems is dedicated to bringing the training into the field, regardless of the budget a department can afford. To that end, our core products represent the accomplishment of years of Research and Development, evolving from the world's first law enforcement simulator. Our objective is for officers to learn from realistic immersive scenarios and authentic weapons handling.

Each variation of our FATS family of products, geared to departmental requirements, provides a major expansion in law officer training capability. Each version contains revolutionary features such as advanced 3D marksmanship and officer diagnostics with intelligent automatic coaching. All deliver virtual scenarios that train police officers in the split-second, use-of-force evaluations and de-escalation tactics they need in real-world situations.

Each system further offers an impressive array of functionality for both instructor and trainee, delivering solid weapon-handling and shot-placement analytics, coaching tools that automatically highlight trainee results for reinforcement or correction, and enhanced graphic capabilities for an all-encompassing immersive training platform.

The value of immersion. Offering a multitude of options from the original single flat screen has been a goal of Meggitt engineering. For example, our most immersive version, the FATS® 300LE, brings a 300-degree field of view to the trainee, providing the ultimate in realistic, engaging training. It deploys five borderless flat screens in a hexagonal configuration with high-definition video and 5.1 surround sound. Your officers will feel like they are in the action, facing decision making pressures while maintaining situational awareness. (Note that current FATS 100 systems can be easily upgraded to a FATS 300.)

The FATS® 180LE provides 180-degree high definition projection on three borderless 150” X 84” screens. The same 5.1 surround sound audio system, with directional sound effects, allows instructors to incorporate unsettling noise from any direction to elevate situational awareness.

The reality of BlueFire®. Both the 300LE and 180LE support up to 20 simulated weapons, including our patented wireless, tetherless BlueFire ones. These weapons include rifles, pistols, shotguns and less-lethal OC spray and TASER®. Because Meggitt has carefully adapted the tetherless BlueFire weapons from their real-life counterparts, they maintain 90% of the form and functionality of the firearms officers currently use.

Crucial feedback. After shooting the targets on the screen, the computer displays the analytics from the weapon that shows exactly where the officer was aiming prior to and after firing. It gives feedback and tips to improve skill levels. For the training officers, the simulator helps them assess problem areas and provide more individualized feedback.

Live-fire: The other essential aspect of integrated training

A complete training curriculum demands that the trainee show proficiency in marksmanship and judgment in live fire and virtual scenario circumstances. That is why Meggitt not only continues to advance live-fire technologies but also looks for ways to integrate them with simulation. As with virtual training, the aim is to advance beyond traditional, static “target practice” into levels of realism that challenge marksmanship:

The dual Pop-up Turner Target: Field-like realism. This 360-degree turning and pop-up target actuator can display friend or foe silhouettes. In addition, trainee and instructor benefit from LOMAH (location of miss and hit) technology. Typically used in an outdoor shooting range, LOMAH provides shot scoring to improve training. Meggitt’s LOMAH system registers the passing of the bullet, computes the bullet’s location, and presents an image of the shot location on the target via the Firing Point Computer. This provides the shooter and instructor with immediate feedback of the shot location via the FPC on the firing line.

The XWT ProImage®: Uniting virtual and live-fire training. The XWT ProImage® brings the advantages of virtual and live fire training together, providing image and video targets for indoor live-fire shooting ranges. You have the option of diverse existing computer-generated imagery or custom authored live images through your own camera. Consequently, you can expose trainees to the most pertinent scenarios they may encounter. Custom authoring means a shooter can take a photo or movie on their cell phone and engage that unique scenario the same day.

In conjunction with Meggitt’s XWT GEN4 target carrier, the XWT ProImage can move downrange to any distance on the track. Wirelessly connected to a 10” lane control unit mounted to the shooting stall, the system projects digital videos or images that the shooter can upload onto white paper or cardboard targets.

Q. I want to maximize safety on my shooting range and am considering new ballistic baffles and guards. Does Meggitt offer a safe solution to lessen ricochets?

A. The most critical areas of misdirected shots to compromise a shooters safety is typically the area between the firing line to twelve feet downrange. To reduce the shooter’s risk of injury, our Air-Space Ceiling System is comprised of mixed layered panels strategically engineered to contain a misdirected round via the wood facing, containing them within the air space chamber after striking the steel backing plate. This prevents the bullet from exiting the panel or returning to the open range area.


The air-space panels are suspended horizontally from the ceiling structure starting at the firing line and extending downrange the distance desired—specific to the customer’s range design. After installation, acoustical material may be applied to the panel surfaces to assist in noise reduction. Meggitt offers a variety of range containment and redirective panels in various sizes and thicknesses (pistol through rifle rated), pending the specific range design needs.


Q. I bought range equipment from other providers but it hasn’t lasted the test of time. What is the expected longevity of Meggitt’s shooting range equipment?

A. Meggitt Training Systems designs and builds shooting range equipment to last. From the onset, we create our range components for a long service life, requiring minimal intervention. Our engineering capabilities translate innovative designs into durable, reliable and high-quality products and systems up to ISO certification. Even with the harshest conditions, our installations continue to perform successfully, year in and year out. We routinely ship spare parts and upgrades to systems dating back more than 20 years. In fact, we still receive orders for bullet trap replacement parts for installations more than 40 years old. Service personnel, as well as law enforcement officers, benefit from this proven military-grade equipment. As a result, you can spend less time maintaining and more time training.
